How this page is produced

The complete matrix of 35 trades across every jurisdiction is requested again from the federal spending API, one call per trade, and compared with the stored reading. A move is only reported when both readings exist. A first appearance is labelled as such instead of being shown as growth from zero, and negative net obligations, where an agency pulled back more than it put out, are excluded here exactly as they are excluded from every other page.
